With advancements in alternator efficiencys, why haven't power stations upgraded their turbines?

I am not an electrical engineer but I am aware of the way in which portable power generators have become so much more efficient.
If these same advancements were put into our coal fired power stations, we would increase their efficiency in proportion.
I don't know what the numbers are but I can see that at least an immediate reduction of around 50% of our Greenhouse gasses from this source would be achieved. Going by the salesmans' line of "these little home generators are twice as efficient as the old style generators".
Why doesn't the government force our electricity generators to upgrade their equipment?

MONEY - it cost a lot of money to do what you are talking about. If the generation plant cannot make up the cost of the change within 1 or 2 years, they are not going to do it.
Another problem is exactly what you are proposing.

They are worried the government will come in and say, 'OK - you have to reduce your emmisions by 25%.

If they go out on their own and reduce their emmisions as much as they can afford - what will happen if the next week the government says, "Everyone must reduce 25% as of today". Now they have to reduce 25% more of what they just reduced to. It's cheaper for them to wait for the government to make the first move. But the government needed to say something like that will never get elected into office in the first place - Try to get elected into office on the platform that only people who have children have to pay school taxes.
